Chief of the Inclusive Labour Markets, Wages and Working Conditions (INWORK) Branch

Patrick Belser is Chief of the Inclusive Labour Markets, Wages and Working Conditions (INWORK) Branch at the International Labour Organisation (ILO) in Geneva. The Branch provides technical, legal and policy expertise on a range of topics including minimum wage systems, wage bargaining, wage protection, public sector pay, working time, pay-equity, and publishes the ILO Global Wage Report, a flagship report of the ILO. The Branch also implements the ILO living wage program and leads the ILO’s work on decent work for domestic workers as well as the development of a new international labour standard on decent work in the digital platform economy. He holds a D.Phil. in economics from the Institute of Development Studies (IDS) at the University of Sussex (U.K.) and also studied at the Graduate Institute for International Studies in Geneva (Switzerland) and at Columbia University in New York (U.S.A).
