Lilian J. Ibengwe is a Fisheries Manager at the Ministry of Livestock and Fisheries, Tanzania, with nearly two decades of experience in fisheries management, policy, and planning. She has played a key role in advancing small-scale fisheries governance, gender equality, and regional and international cooperation. Since 2018, she has coordinated the implementation of the FAO Small-Scale Fisheries Guidelines Project in Tanzania. Her notable contributions include establishing the Fisheries Gender Desk within the Ministry, leading the development of the National Plan of Action for the SSF Guidelines, and facilitating the establishment of the Tanzania Women Fishworkers Association (TAWFA).
