Abdulla Nazeer

Minister of State for Higher Education, Labour and Skills Development

Dr. Abdulla Nazeer is a seasoned educationist and public policy leader with extensive experience in shaping the education and human capital development agenda of the Maldives. Educated in Kuwait, Australia, and New Zealand, he earned his doctorate in 2007. He began his professional career as a schoolteacher in 1996 and was among the pioneers who introduced secondary school teacher training programmes in the Maldives, contributing to the professionalisation of the teaching workforce.
Following his doctoral studies, Dr. Nazeer taught at Botany Downs College in New Zealand before returning to the Maldives to serve as Deputy Minister of Education, where he played a central role in national education policy formulation and strategic planning. His work focused on strengthening system-wide reforms, aligning education outcomes with national development priorities, and expanding access to quality higher and vocational education.
In 2012, Dr. Nazeer was appointed to lead the Cabinet Office at the President’s Office and was later promoted to Minister of State for Education, heading the Department of Higher Education. He currently serves as Minister of State for Higher Education, Labour, and Skills Development, where he leads policy initiatives on workforce readiness, skills development, and labour market reforms. His work places strong emphasis on the promotion of decent work, social justice, youth employment, and inclusive labour market policies in line with national priorities and international commitments. Actively engaged in regional and international forums, Dr. Nazeer is widely recognised for his leadership in policy planning, stakeholder engagement, and advancing reforms that bridge education, skills, and employment outcomes in the Maldives.
