Ali bin Saeed bin Smaikh Al Marri
Minister of Labor
Dr. Ali bin Saeed bin Smaikh Al Marri is a Qatari politician and human rights expert, born on November 30, 1972. He was appointed Minister of Labor of the State of Qatar since October 19, 2021. and was re-appointed Minister of Labor by an Amiri order in March 2023. Prior to this position, His Excellency Dr. Al Marri served as the President of the National Human Rights Committee of the State of Qatar, since 2009. He was also the Acting Chairperson and the Secretary General of the Global Alliance of National Human Rights Institution (GANHRI) and the President of the Arab Network for National Human Rights Institutions. And re-appointed President of the National Human Rights Committee in 2019.
HE Dr. Al Marri was elected as Chairman of the Permanent Arab Commission for Human Rights at the Arab League in 2012, and Chairman of the Asia-Pacific Forum for National Human Rights Institutions from 2013 – 2015. He has previously chaired the Sub-Committee on Accreditation from 2012-2015, which is specialized in reviewing and accrediting national human rights institutions in compliance with the Paris Principles. HE Dr. Al Marri was re-elected as President of the National Human Rights Committee of the State of Qatar in 2019.
Dr. Ali bin Saeed bin Smaikh Al Marri Holds a PhD of Philosophy in Political Science, 2006. Master of Political Science, 2002 and a Bachelor of Political Science, 1997.
Throughout his career, His Excellency played a major role in the protection and promotion of human rights both domestically and internationally, where he considers the promotion and the protection of human rights as not just a moral value, but a political tool to combat violence. Thus, he helped the State of Qatar participate in many protocols and conventions related to human rights.
HE Dr. Al Marri worked on various flagship initiatives, including establishing the Arab Network for National Human Rights Institutions and the Asia-Pacific Forum for National Human Rights Institutions.
In his current capacity, His Excellency’s main responsibilities include the proposal and execution of the public policies, regulations, and systems concerning the workforce. Among these, recruitment policies and Qatarization (nationalization) of jobs, their execution after approval, the full implementation of the labour law and the protection of migrant workers socially and legally.
On the other hand, he was concerned with institutional work of Human Rights field, especially with regard to the importance of the Global Alliance of National Human Rights Institutions (GANHRI) and enhancing its role. During his tenure, he also used to accredit national human rights institutions to the Sub-Committee on Accreditation of the GANRHI in accordance with its commitment to the Paris Principles of human rights standards.
