Executive Secretary
Pan-European Regional Council (ITUC-PERC) is the regional structure of the International Trade Union Confederation that brings together all ITUC affiliates – national trade union centres – from the region of Europe and Central Asia. As Executive Secretary, Anton Leppik coordinates activities of the ITUC-PERC secretariat, responsible for implementation of the ITUC policies and activities in the region. The main priorities include building and implementing trade union actions for peace and for a fair reconstruction, for disarmament, for European security, and against the arms race; for democracy, workers’ and trade union rights, social dialogue, and international trade union solidarity; for healthy and safe workplaces, against inequalities and any form of discrimination, for inclusion and respect of different groups of workers, for economic justice and against austerity and for just transitions to green economies and for technologies that serve workers.
Implementation of that programme includes actions directed to the International Labour Organisation, United Nations Economic Commission for Europe, International Financial institutions, European Union and Council of Europe, civil society groups and networks, individual governments. In the region of the Eastern Europe and Central Asia through advocacy, education programmes and networking, the PERC ensures sharing of experiences and contributes to raising capacities of different trade union experts, particularly in the countries where fundamental workers rights violations are systemic and persistent.
